Its a young adult book with a celtic folklore feel to it. A girl finds a boy--later found out to be some sort of seal person--wounded on the beach. She ends up taking him into the village and hides hime with a local family she befriends and there nurses him back to health. The town hold a festival where the towns people dress as the animal there family represents--such as the seal boy--and dance around and play drums. the girl was never allowed to before but ends up joining her new friends at this festival. The cover of the book is an illustration of a girl standing on the beach looking out to a dark stormy looking sea. I believe that title is similar to something like "dance of the sea" or "song of the sea" but i wasn't able to find it searching those titles.
