Kid animal cannot sleep so neighbor animals come to try and get him to sleep

My great grandma read this book to me in the early 2000’s about a baby or kid animal who could not go to sleep so his mom asked the neighboring animals to try and get him to sleep. I remember a frog coming to try and sing to him but she wasn’t a good singer and didn’t help at all. This book could be published anywhere from 1970’s-1990’s, I don’t believe it was a popular book. It was a picture book of some sorts.
