This book was a child curious and asking questions about the neighbors windows they could see from their window and was being told by an adult family member made up stories about the neighbors based on what you could see in the windows only. Like I remember there was a plant family, a dirty family, a lady who was scared and only peeped out her blinds. An old woman who hung on the window sill and the floor was all water in her apartment. I know it sounds weird but I remember this book in detail but cannot find it no matter how hard I search on the internet. HELP!!!

When did you read it?Is this a picture book or a child's novel?
It probably was written a long time ago, I read it in the late 90s and early 2000s. But I wouldn’t be surprised if it had been written much earlier
I also read this book (probably in the early 90s) and I also can't remember the name of it. I remember one detail slightly differently. I think the window where they only peep out is a family of monsters that are afraid of being seen by humans. They are sort of human shaped but they had brightly colored warty skin and spiky hair.
The old lady in the window is what I remember the best. She is leaning on her window because her kitchen floods every day at the same time and she holds her feet up out of the water until it stops.
I also think there might have been a window where they said the lady turned into the night sky. I just remember a woman flying across her apartment ceiling with this dark starry cloak that turned into the sky as it trailed behind her.
I am sorry I can't help with the name but I'm so happy someone else remembers reading it.
