SOLVED. Late 80s/90s book about boy swimmer with a learning disability. [s]

This one has been on my mind for years but I cannot remember the name!

It was a late 80s/early 90s YA novel, I think set in the US or could be the UK. I’m pretty sure the main character was a girl and she was tasked with helping a young boy of a similar age. He had a learning disability of some sort. The premise of the book is that he is a swimmer or is learning to swim. She dislikes him initially but grows to care for him.

I think maybe she teaches him or helps him to swim in some way? It maybe had romantic undertones but it wasn’t overt romance. It may have involved him being in a swimming competition too. I’m pretty sure the cover art had the boy character in swimwear, with goggles and a Speedo, I may be wrong about this.
