SOLVED. Children's Picture Book about horses on an island running free. [s]

The book was illustrated with horses, I believe on an island, they were running through the water. I believe it was about the horses being able to run free. The book was rectangular long ways with a hardcover, I believe there was a lot of blue in the cover. I read it around 1998.
