It was a Fantasy, possibly dystopian, children's book. I read this 4-5 years ago. A preteen or young teen girl in a walled city finds magical artifacts and plots an escape, her younger brother however is on track to be a very important person within the city training under a man she does not trust. One of the first magical items is a rope or chain that can extend and return to its normal size, I think it had the name destin or destiny on it and it might of been able to float. From what I remember she uses it as a belt after she finds it, and it may have a conscious, or something.
She may at one point find a car on the side of a road after getting out of the city and dig through the contents. Her parents died I think, and I can't remember why shes trying to escape the city but she does plan on convincing her brother to go with her.
