A young adult book with creepy vibes about a missing sibling with lots of snow

I read the book when I was in middle school, so probably around 2009 or so. I remember buying it in the young adult section at the store and it creeping me out so I never finished it. I can’t remember the title or author, but I remember the protagonist’s sibling was missing or maybe was very absent and they were trying to find them. It’s set in a small town and it was winter so I remember lots of snow being mentioned. It may even be in the title or on the cover.
