Sci-Fi: PSI power novel about a guy that was sent to another planet to spy or collect intelligence on another planet before a war breaks out.

I read the book back during the early 80s and from what I recall it involved a guy going to another planet on an experimental ship I believe with a crew.
Their mission was (assuming I can recall correctly) to spy on the planet and prevent them from attacking their home planet and during their escape the guy suddenly developed the ability to teleport and also I believe telepathy.

Double Solitaire by Melinda M. Snodgrass.

It's a novel in George R. R. Martin's Wildcards series.

It involves a hitched ride to another planet, with Dr. Tachyon, who is an alien with telepathy and mind control abilities.

He brings along Jay Ackroyd, who has teleport abilities.

Others with other abilities also were brought along.

I don't believe it's the wildcard series as I believe that I read the book before Card published that.

Oh and the guy in the novel had no abilities before he went to the planet.
