Middle-grade fiction--I think I read this book between 2015 and 2019 and it's about these twelve-year-olds who are brought to this facility because they have special mind powers or something but they can only use them for a year before their brains close the passageways or something like that. Also, the main character is a boy who steals a 20-dollar bill and then gets suspended but goes back to school because he wants to return the money a woman wants to give him a test but then the principal catches him and sends him home because he's supposed to be suspended. The woman then comes to his house to give him the really weird test. I remember at the end of the book (this is an oddly specific detail) it's the main character's birthday and there are some balloons near his door that he's able to pop with his mind but he shouldn't be able to because he's turning 13 and that's when the mind powers stop or whatever.

My sister also says there are twin boys and one of them is evil with their mom or whatever but I'm not totally sure. She also says that she's pretty sure one of the characters is named Claudia. But she also said her name was Clarisse and then changed her mind. So this may not be true.
