Fantasy. Kid (Arthur?) walks into a gaming shop to find a controller for his sister's gaming tournament. Boy sees tattooed man at counter, but tattoos don't appear on security camera. Read around 2017-2020.

Okay all I remember very vividly was a part where a kid walks into a gaming shop to find a controller for his sister because she has a gaming tournament and she had forgot her controller. When the kid, I think his name was Arthur, was in the store, he saw a guy at the counter with a bunch of tattoos on him. But he looks on the security camera tv above the counter and sees that the man is completely tattooless. The man realizes that this kid sees the tattoos and realizes he is special. He takes him behind the counter to this basement like place with a bunch of different rooms. This is all I really remember and I’ve been trying to find this for so long. I’m very sure that it is a book but might be a movie. Please help.

Was it a Young Adult book or was it for more mature audiences? What did the tattoos do?
Could this be one of the Mortal Instruments books (or possibly an episode from the Shadowhunters TV show)?
