Possible Fantasy book. City is defended by some sort of bell or watch tower system. Boy inherits position from father who is either dead or missing. Read 2002-2007.

I'm looking for a fantasy book (I think) where a child/young teen ends up inheriting his/her father's work. He was master of/worked in some type of bell/scouting tower.
The father dies/goes missing and the child takes over the work and potentially covers it up. If I remember correctly, this could have been an inherited position

The child/young teen ends up saving/notifying the city of some type of threat.


Vague... I know. But I saw a video of someone ringing a bell in a tower and it popped back in my head. 🙈 I'd say I potentially read this 15-20 years ago.
