Children's Picture book with a character named McGillicuddy who was a bully.

I am remembering a Children's book that was published no later than the mid 90s. I believe it may have been a much older book though. In part of the story a boy was (I think) in his backyard. A bully showed up named McGillicuddy. I think the boy stood up to this bully but I don't remember much specifics other than it is an older children's book and has a character named McGillicuddy.
