Romantic Suspense - H rescues h from enemy who's created a new date rape drug that causes women pain until relieved by sex.

H is a cop or has cop friends. An old enemy of his creates a new drug that makes a victim suffer intense pain and desire to the point that she'd beg the devil himself take her just to end her suffering. The drug does not alter the mind, though. The victim is fully aware that they're being victimized. The antagonist gets his hands on H's woman and doses her as a means of torturing H.
H finds them before h gives in, but then has to rush her to somewhere private to... relieve her pain.
It's not the Blyss series from JC Cliff.
