SOLVED. YA Fantasy book about a magic city on an island and 2 kids that have to learn magic and fight evil. [s]

I read this book a few years ago (2015 or more recently) and it only had the first book out but the sequel was coming out soon after i read it. Id guess maybe around 2018 or 2019 i think. I remember the cover being blue with some yellow detailing, maybe a castle or a city. Pretty sure theres a girl and a boy and one is essentially a spy who rows across a lake or out into the ocean to get to an island that has a magic city or university on it. I cant remember for sure which kid is which but im fairly certain the girl has magic powers and has to protect the city from creatures from portals from other dimesions and the boy is a spy for some secret organization that is trying to kill the girl because shes powerful. And he gets a job as a servant to infiltrate the city or castle. But he ends up falling for the girl or at least becoming her friend and he betrays the organization to protect her and help her fight. And theres an older magician teacher guy. And also i remember a scene where there was a celebration for the queen or equally important female figure of authority and a chancellor guy that was supposed to be good turned out to be evil and exploded a ship during the party that people were on or near or something like that. I thought that the name of the book was one or two words and started with a C but its possible the authors name started with a C. It could be a YA book but also could just be an adult book. But since it has kids in it its potentially YA.
