YA (I believe) Book about a Boy who can Shape Shift.

This book was one of the most insane things I've ever read and to this day I'm not sure if it is real or the result of bad Mexican food.

I read this either in 2005 or 2006. I remember buying it at a Borders in Las Vegas.
I seem to remember that I picked it up in the YA section off a promo table. The cover had a lot of green on it and perhaps a picture of a boy (blond, I think) and I want to say a dragon (but I'm not sure about that).

The book was about a preteen or teenage boy who discovers he can shapeshift and then turns into a dragon (I think). I definitely remember that at one point he turns himself into a girl so that he can go into the girl's lockerroom and there he either gets raped or is raped by someone.

As I said before this was one of the most insane books I've ever read and I try to tell people about it and they think I'm making it up.
