SOLVED. YA Fantasy: Boy gets a card with a red dot that grants a Wish. [s]

A boy goes to a local carnival and there is a tent with a mysterious magician who gives the boy a white card with a red dot on the middle. He puts his thumb on the red dot and it grants him a wish. But strange things happen and the wish is not what the boy expected.

I think it's a Reading Level 3-5. I think it was published in the 90s, maybe 80s.

(I think it had a paperback cover with a colorful picture inside the tent. The magician was an older gentleman with a bowler hat. Although I might be imagining this part.)
