YA from the 90's?? Group building a sandcastle then had a competition. 2 guys like the girl 1 from out of town and 1 from school

The book is about building a large sandcastle on the beach. A group of professional builders come in and a girl and her friend join the team to meet guys. 2 boys like the main character Jack who nick names her surfer girl and Brett? who she enters a sandcastle competition with after her brothers foot gets infected. The sandcastle they build is actually inspired by her when she was dressed as a southern belle. She realizes that she lost her locket while building the sandcastle and the guy destroys it to save her locket before the tide can wash it away.
