I think Jenny wanted someone from outside of the county to look into the case. When Tracy showed up at the funeral, she probably decided that she would be the perfect person to investigate if she was willing.
I knew from the prologue that Buzz wasn’t buying the suicide and I couldn’t see this young woman doing that over a breakup with her boyfriend. Throwing yourself into a river under those weather circumstances wasn’t something a teen would do.
I knew Jenny couldn’t investigate the case but she could have asked anyone else to do it. It was clear that the bond she and Tracy formed from the Academy was strong so she reached out to someone she could trust, was a great detective and would be objective.

Jenny respects Tracy and she is still close to her after their time in the Academy. She knows that Tracy won't sugar coat the investigation. Trust is important in the law enforcement business. They have that.
