SOLVED. YA Paranormal Mystery. Warning: Spoilers in the comments. Also lots of death. A Girl who has lost her memories finds herself working with some guy as a judge for people who have killed. [s]

It's all about a girl who has initially lost her memories and appears before some guy who makes her work with him as a judge of people who have done bad things (which he tells her she forcefully volunteered to do) like killed another person and challenges them to a game where if they succeed something good happens? (I haven't read the book in years) e.g some couple are sneaking out and hit a dog and to cover up the fact that they were sneaking out they just decide to fully kill the dog instead of taking it to a vet and the main character who is working as (forgotten name) guy's assistant are watching them at one point and give them a challenge where if they fail they'll be punished badly for what they did.

Then the guy takes her to see some schoolgirl who was being bullied by some clique and eventually kills herself and the main character has to judge whether or not she is a bad person.
She decides that blame should be spread equally between this girl and the bully.

The bully was actually her in the end and the girl was her classmate. Initially, upon feeling so bad she decided to pay penance for her crime by working with (forgotten name) guy as his assistant in judging people and accepted having her memories removed as a test and ends with her remembering everything and continuing to work with him.
