The Twistrose Key by Tone Almhjell? Her pet is a vole, but I think the rest of the details match - it's been a few years since I read it!

Her rat is there, though he seems to be bigger and can speak to her, there are other lost pets who can do the same! In a town they all live in, there’s a food place, a place where the pets can go to see their owners in their current lives. Along the plot there is a frost king, he has a big role in the story and all I can remember about it is a special human (aka the girl) is supposed to get him from his ice palace. If she fails, she’s turn into a statue, (as others have before her.)
More small details:
When she enters the door there’s a lot of snow, where her pet rat finds her.
The door was in a basement
The ice king may have been needed for some sort of festival
There was a ghost town with a well at some point when they were traveling to the ice king’s palace
The food place sells pancakes, the owner is a cat of some sorts, and the pancakes are very good.
In some point of story she visits a mysterious guy, she reads a book left out on a table In his big Library, it gives her information on the ice king, and others before her who’ve failed
The place where the pets can see their humans is a big telescope of some sorts, it has a very long line of pets waiting to see their humans
If anyone can help with this I would be so grateful! I’ve been looking for it for a while, I read it somewhere in 2016-2019 :)
