This book is from either the 80's or 90's. I read it, I believe, in the late 90's.

I'm looking for a book where a teen/early 20's male lifeguard meets a girl one summer while he's lifeguarding. One night, they are at the beach together, he is drunk or stoned, and she drowns since he is intoxicated/unable to get to her quickly enough.

He starts seeing her around and it feels like she's haunting him. The twist is that it isn't her - it's actually her twin who is still alive and wants revenge for his inability to save her sister. He ends up realizing this, she isn't able to kill him although she tries.
