What I remember: it's about a foster kid who doesn't have a lot of friends at a new school where she’s been placed. She decides to run for class President (or perhaps is tricked into it, can’t remember). She likes frozen macaroni and cheese more than boxed macaroni and cheese and laments how all foster families just have the box kind. She loses the election but when she gets home there's a whole freezer of Mac and cheese and her foster mom adopts her. Maybe 5th-6th grade level text? Drives me nuts! Maybe “______ for President”? I probably read this book in the early to mid-90s.
