SOLVED. Children’s Wild West picture book

I cannot find this book. Here are all the details I can remember.

-read it during the 90’s
-it is illustrated and in black and white
-it was about a short man (possibly a child) who came to a Wild West town. And eventually kicks out the gang running the town.
-it is mostly dialogue in speech bubbles.
-the pictures are extremely odd and unique. I.e. random animals in boots.
-they use stereotypical western cowboy language.
