Illustrated Children’s book set during wartime about an abandoned/neglected garden with a woman hidden inside

Hey all! I have been driving myself mad for years trying to find this book which I had as a kid. It’s set during war time as there’s descriptions of bombs going off outside the garden and other imagery like that but it never explicitly said: war is happening (I don’t think) it used slightly allusive imagery about fire and sounds and how it affected birds and nature. The garden was unkempt and long forgotten, I remember illustrations of cobwebs and lots of foliage but the main theme throughout was a WOMAN hidden within it all, she herself was made of nature (?) I remember she was green and blue and was sort of fused to the garden and it was really upsetting her and hurting her it had been forgotten. I really hope someone can help because it’s driving me mad! Thankyou
