SOLVED. YA Fantasy about a magic lighthouse and another world. [s]

Looking for a book i read early 2000's no idea when it was published. I vaguely remeber the book being about a kid living in a town that had a lighthouse but no sea nearby, she encounters a witch type old lady and a monster of some sort and activates the light house. the sea comes to the lighthouse to the take him/her to another world of magic. Thats all i have sorry if ive done anything wrong im on mobile much appreciated
