Ok, so what I remember of this book is that there was a society, I think in England, where there was a population of people that had special abilities and those abilities were in different categories. I know the main character, female, was special and she could control ghosts? She called them a spool? She was a part of a gang of people with abilities.

The main character is captured and is then taken to some kind of secret city that has a nonhuman specie ruling over the prisoners and they also protect humans from some kind of bad thing that is their enemy. She falls in love with her jailer/keeper. There's an evil queen. An escape. I also remember the main character was in love with her friend who turned out to be gay.
