Looking for a novel with anthropomorphised talking animals. The main characters are a lizard and a turtle/tortoise.

The story starts with the lizard which is referred to as a gate or fence lizard named so because of him living on a gate/fence. Something happens to its gate home which forces it to leave. Upon its journey it meets a turtle which joins in it’s travels to find a new home.

Unfortunately I don’t remember more of the story than that. I believe the front cover showed the lizard lounging on a fence with the turtle below it. One of them had a bindle.

Probably from the 80s or early 90s.
