YA Paranormal romance/ghost hero, possible time travel

This paperbactk was most likely written in the 1980's or 90's. It was read in the early 2000's. The main story involves a girl who falls in love with a male ghost. It takes place in the US. The part that is confusing to remember is the ghost "human form", for lack of better terms, is still alive. (possible time travel?) The girl also knows his human form and a big part of the story is that, as a human, he is not a good person. He's extremely mean to the girl. His ghost self is good and tries desperately for his human persona to see him and change his ways before it's too late. But he is unsuccessful. The male rides a motorcycle and we believe he dies in a cycle crash. We think, on the cover, was the front of a house, where the girl is looking out the window at the male on his motorcycle, with his ghost form standing next to him. I'm sorry it's so vague. It was read very long ago and at a young age. Thank you for any help in advance.
