SOLVED. Children's Picture book - Small ocean town has paper folding man who saves the town. [s]

I remember reading this book in the 90s and have been unable to find it to read to my daughter.

I thought the name of the book was Paper Jack, but that doesn't seem to be right.

It is about a friendly guy in a small oceanside town who makes money by folding crazy things out of paper on the street. A big storm comes and he folds his house into a boat or a kite in order to stop the storm and save the town.

It is a beautifully illustrated children's book with a reading level for 2nd to 3rd graders I think.
