German short story - a man in an apartment building who is reacting to a baby in the window of a building opposite...

Hi all,
Many years ago at uni I did a German Lit paper that included a short story (possibly novel) about a man in an apartment building who is reacting to a baby in the window of a building opposite.
A neighbour in that other building thinks he is trying to scare her.
Would anyone know author or title of this book?

When you say he's reacting to the baby, do you mean he's pulling silly faces at it, playing peekaboo, etc?

- It was published long before I read it; am guessing it's from post-WWII i.e. late 1940's.
- Set around that time, urban environment.
- Title edited.
