Mystery possibly YA, read in early 90s about an architect who moved to the Tennessee mountains with her daughter and build a community in the mountains where there were inbred cave dwellers who kidnapped her daughter eventually

I read this book in the early 90s I cannot remember if it was young adult or not. A woman worked with an architectural firm who is building a community in the Tennessee mountains. Those mountains had caves where a group of inbred "monsters" made their home... the woman moved there with her daughter and eventually those creatures kidnap the daughter. I also believe mother and daughter had some kind of psychic link to each other and that the mother was dating the local sheriff.
