SOLVED. YA Romance novel about Boy who transforms over summer to get girl. Read in 2011. [s]

I read this book in 2011, and it was possibly recently (within a few years of 2011) published. It was average length -300 or so pages.
In the story the guy is in love with the girl (I believe she lives next door). He decides to undergo a transformation over the summer while she’s gone, and the story takes place at the start of the school year, where he proceeds to try and get her to notice the new him. I believe they were childhood best friends.
I also vaguely remember that they lived near water, and had a pier between (or near) their houses. I believe this was reflected on the cover.
It had a happy ending, and they ended up together.
