SOLVED. Realistic fiction, probably published in the 80's or 90's based on cover art, story about foster family & an older boy, an older girl, and a younger boy. The older brother's legs were broken in an accident involving a father figure. [s]

A book focused on three foster 'siblings' who each have their own struggles coming into and living in the system. There is a young boy, an older girl, and the oldest is a boy. The oldest boy had his legs crushed by a father or step father, possibly by accident. I want to say the girl's name was something like Rebecca or Megan or something fairly commonplace. One of the brothers was something like Todd or Timmy or some very common T name. Took place before the early 2000's. The cover art was one of those well drawn pieces commonly appearing on books in the 80's like in babysitter's club or the boxcar children. The siblings, or at least two of the three, don't seem to get along very well at first. The oldest boy is very angry, possibly because of his accident with his father/step father. It was a fairly short book and a lower reading level. That's all I can remember for now.
