YA Fantasy? about two classes of people and the lower class is identified by having shaved heads

I'm sorry I don't remember very many details about the book, aside from it being a young adult book that might be fantasy, but not high fantasy. It follows a girl who is hoping for freedom because she is a slave, and all slaves are known by their shaved heads. I think there's also a marking on their scalp that having hair could hide.
I know it's not much to go on but I'd really appreciate help. Google isn't much help.
