Guy on the cover was either clinging to the side of a ship or was flying in the air or was on a hover surfboard thing like the movie treasure planet. Maybe kind of something like Skies of Arcadia gamecube game cover but art was not anime. Guy's coat was kind of steampunk or gives that vibe.

The problem is I don't even know what the book was about as only the cover has been seen. A kid brought it in for show and tell in the early 2000's but it was not a children's book, maybe YA or older. Probably part of a series.
