i am looking for a book that i read a long time ago and cant remember its name.

it is about a girl who can do magic, the magic mastery is by color and hers is white (i remember the phrase for using the the magic is "her magic flashed white),
because of that she is being found by someone (i think his name is Declan or somthing).
the bad guy in the story is named Spider.
she have 2 younger brothers, one of the is a necromancer and he keeps animated animals and his dead grandfather in a shed in the back yard.
