YA/scifi-ish, read maybe in 2015, a boy who lives in an institution with many clones of himself; girl helps him escape. her dad is the villain.

Trying to find this random book I read about five years ago. The plot is there's a boy who is a clone, and he lives with all the clones in some institution, and eventually he escapes. He is helped by a girl who has red hair and her dad is the main antagonist, if I remember correctly. The setting is in the winter, maybe the mountains. For the version of the book I read, I think the cover had pictures of guys with shaved heads, representing all the clones. Can't for the life of me remember any characters names. Honestly could have been part of a series but I'm not sure. Really want to read this book again bc I remember it being really good, thanks in advance!
