I am looking for this book since then, posted on many group page, please help me if you know any similar books. Thank you. Here are few other things I can remember,

1) heroine can't shift and it was extremely rare in the book if a female can shift. And at the end of the book heroine were able to shift.
2) heroine first meet the Hero in his wolf form near her house or some Forrest or lake.
3) Hero is the alpha and has small pack (5-10 people) and own some kind of photo studio.(rich and has lived for a long time)
4) one time heroine tried to move out from the Hero territory but was unable to due to some legal issues created by Hero. So the beta of the Hero used to shop groceries for heroine in that time.
5) heroine previous alpha tracked her down to take her but both heroine and Hero fought him.

So while definitely not the above book, Feral Sins is very similar. A great read too.
