Trying to find book that I read between years 2000 - 2011 and was published in that time period. Story was about a young girl who was believed to not possess any magical abilities. Magical abilities were common place in society and she was an outcast for not having any. She was discovered by a wizard who said that she had rare and unique abilities to slow down/stop time. She was taught to use ropes to cast her spells. She would tie the ropes/ magic to create spells. The wizard had to touch her to be able to move through time with her as the rest of the world stood still. She was the only one who was able to stop the villain. The book cover was purple/lavender and had yellow/golden ropes. The title was either one word or two words that went along the lines of spell, caster, weaver, spinner, ropes, etc. Thank you so very much for help!
