Old man defends Mountain home from developers, leads to shoot out

Read this book around 1990 when I was living in Australia. I believe it might also be set in Australia/Tasmania.

What I mostly recollect is an old man trying to live a simple life in a rickety cabin on the top of a mountain and that he refuses to move out or sell-out to developers, leading to a confrontation with the police and a shoot-out.
