Is there a romantic relationship between the two boys or just a friendship?

So the blond haired boy is having financial struggles I think and is trying to provide for his family. The other boy is trying to make his dad proud as his dad was disappointed in him because his singing didn’t have very much magic power in it. So he is trying to find a way to get stronger so his dad will take him back.
I think the two cultures of the guys don’t really like each other but they aren’t at war.

The brown haired boy had a twin and he and his twin or brother where bonded in some way so that when they sang it boosted their power. His twin/brother unfortunately died and that is how he lost power. The women in their culture don’t have the power to channel magic into their singing. It is also a norm for the men to find someone that boosts their singing power. When they find them ‘usually two guys’ the two guys marry the same woman. It isn’t too common and the bond is sacred to them
There was one point where both guys happen to be singing at the same time even though they aren’t anywhere near each other nor aware the other exists. But they both start to sing and the become aware of the strange power that flows through them.
During the singing the brown haired boy is sing in a cave while holding this tuning or singing rock it supposedly helps him with using the magic, anyway so he is singing and suddenly the birds gather around him and do as he tells them through his song I think towards one point he makes a bird explode.
In another scene the blond haired boy has crossed over the land where the brown haired guy lives and since it is snowing he digs himself into the snow trying to get warm, the brown haired guy just so happens to be crossing there and is startled when the blond guy reaches up and grabs his foot. Brown haired guy digs him out and helps him recover.
I’m pretty sure there was a scene where the blond haired guy consults a witch to find out how his harvest is gonna go or how the weather is going to be. She throws some bones and tells him something like ‘a storm is coming’
The storm does happen and the guys realize that they are bonded and that their singing can stop the snow storm. The do so by finding each other and singing along the blond taking the lower harmony and the brunette taking the higher one.
