A, do any of the books suggested in this other request sound familiar? The theme is singing/chanting in music - https://www.goodreads.com/topic/show/...
Andria's suggestion of Witchlanders by Lena Coakley seems to match your description. What do you think?
Some Goodreads reviewers say, "This is a unique high fantasy tale in a world where war has separated Witchlanders (dark skin, light hair and eyes) and the Baen (light skin, dark hair and eyes). The story really revolves around Ryder, a young Witchland farmer trying to support his family after his dad’s early death and Falpian, a Baen mourning the loss of his twin and his lack of magical ability. The two boys are destined to meet and work magic together, which basically = a bromance." | "Falpian, a Baen Prince whose twin brother drowned at sea...mourn his lost sibling in solitude..." | "...his father despises him for failing to inherit the war-like 'singing magic' that supposedly runs in their family." | Falpian and his brother were meant to be great magicians. Their bond should have allowed them to sing, giving them a power great enough to stop a man’s heart with one note. But, despite being twins, they never came into their power." | "[Ryder's mother is] addicted to a plant called Maiden’s Woe that she swears helps her see the future... Ryder [scoffs] at magic and tales of the Goddess, but now she’s casting bones and foretelling danger... Could there really be an enemy assassin hiding in the mountains?" | "...Gormy Men made from the soil and salt of the earth that wreak havoc on villagers."
Quote from book: The Gormy Man sent them flying into the trees. They came apart like children's snowmen, but they re-formed, swelling up out of the ground to attack again.

SPOILERS
If I remember correctly, the dark hair, brown eyed people and the blonde hair, blue eyed people didn't get along, (don't remember the reason but it might have to do with magic), so they fought and the dark haired peole had to live in the lowlands whil the blondes lived in the mountains. The dark haired people focused on singing magic and they required two bonded people to perform the magic. The wizard thought that he and his brother were bonded but his brother died so that didn't work out. The wizard then goes to the mountains for some reason and meets the witch. He discovers that they are actally bonded and they can perform singing magic. They go up the mountain for some reason and end up fighting killer snowmen. They discover that their people usd to live in harmony. After what I can best describe as a boss battle, they decide they are going to unite their two civilizations.
That's about all I remember.
