Fantasy - Partners with weather (?) magic end up lost or in exile and have to join some sort of travelling show; Part of a Series

Pretty sure I read it sometime between 2008 and 2016?

Definitely fantasy, not modern but not high/epic fantasy either. I wouldn't say the romantic plot line was prominent enough to get a "romance" tag.

There's sets of partners that perform weather(?) magic together in the city and the main pair is a redheaded female and a guy and they end up...in exile? Kidnapped? Lost? Somehow they end up somewhere that isn't where the story started and they have no discernable skills beyond magic (which isn't needed in the new place? Or isn't allowed?) so they join a travelling performance/circus/show/something and they end up doing a "dance" routine that I always pictured as being very similar to tinikling although I don't remember what they called it.

I think there's some sort of mystery or murder (?) at the performance that they have to solve. Then (spoilers, I guess?) they fall in love. And they somehow get back to their home city where the story started.

There's at least one sequel. I feel like the cover art was a redhead in front with a guy with dark hair behind her.

Wow, I had forgotten I posted this! Thank you so much for the lists! I went through them and nothing immediately jumped out at me but I may go through again with a finer-toothed comb.

I still haven't figured out what book this is. My public library used to keep a record of everything you checked out but it unfortunately doesn't go back far enough so I am truly at a loss...
