Was this part of a series?
Location story takes place?
Did the twin brother play a major role in the book besides taking the girl to the dance?

I'm pretty confident that it takes place in Bowling Green; it stood out to me because at the time I'd never heard of it and thought it was such a weird name for a town. Not sure if it's the one in Kentucky or the one in Ohio, though.
As far as I recall, Twin Brother is mentioned a few times but I don't remember him having his own story arc or anything.
I don't think it was part of a series.
I remember we don't see any scenes of them shopping for the dress, but then a couple of days later she talks about how she keeps obsessing over it and second-guessing her choice and asking Cool Friend about it. "If worry the lace is tacky, she says it's _____. If I say that maybe I thought I should have gotten the blue one, naturally she says the white is fine. After she's finished contradicting everything I say, I don't trust her at all." As a fashion-obsessed teenager when I read it, I really wanted more description of the dress, hahaha.

The protagonist is a girl in her late teens, the plot is typical teen drama/romance stuff. There's a guy she likes, does he like her, he asks her to The Big Dance At The Country Club, she needs a dress, blah blah blah. I think her name might be Charlie, and she has a twin brother who's a motorcycle and leather jacket sort of guy. There's a line "you know all those studies on twins and how they're supposed to be so close? Those researchers never came to my house."
She has a Cool Friend and they go shopping for the dress at "Jennifer Juniper's", which is described as a "Victorian leather and lace boutique." Charlie? is skeptical.
Something happens where she can't get to the dance, like her parents took the car or something and she has no way to get there. Her brother (Tim?) has just gotten his motorcycle working, so he offers to drive her. She wraps her long skirt in a garbage bag and off they go.
The cover was a photograph of a guy in motorcycle leathers and a girl with long dark hair wearing a white lace dress on the back of the motorcycle.
