SOLVED. Feral cats' lives change when three kittens show up [s]

It was a children's book, and all the (main*) characters were feral/stray cats living in a junkyard or something like that. One day, a pickup truck drops three little kittens off in a cardboard box in the middle of the highway. The kittens make it to safety, and later this mild older tomcat cares for them. There's also this Siamese who wears bags and boxes on her head (she was in a fire and her face was ruined). The plot is that there are people going to wreck the cats' territory, and somehow these dumb little kittens inspire the cats to fight back? I didn't get that part. But the cats all put bags and boxes on their heads, like the Siamese has, and scare off the construction site workers like that. Then the kittens go back to the highway, and the pickup truck comes back, and it takes them away again? What the heck. I hated how unexplained and mysterious the kittens were.
