I read this book between 2009-2013 (possibly published 2000s) and is about 3 high school best friends who make a pact to lose their virginities before graduation.

The cover is the Birth of Venus but only includes Venus on the shell (might have been published with different covers also).

The first girl is very shy, a bit chubby and does not end up losing her virginity before graduation.

The second girl is very outgoing and decides to lose her virginity to one of her friends. At some point, she walks around town with strips of underwear in her hair because she forgot she has them in to curl her hair. She also wore edible chocolate lotion when she was with her guy friend. I think at some point she also accidentally sets fire to some curtains.

The 3rd girl has a boyfriend she wants to lose her virginity to but finds out he has been cheating on her. He tries to win her back and she says yes but she was just playing him to get back at him. Towards the end of the book, her younger brother makes water balloons out of her condoms and her parents find out she is active. Her mother then talks to/comforts her.

And no, it is NOT Cherry by Lindsey Rosin.
