Paperback sci-fi novel about two possibly married humaniods with green skin who work as cops or detectives, maybe on a space station or lunar base. The cover depicts both green-skinned characters in space suits, with a background of ships or maybe alien landscape. I read it around 1975-1978, and I believe it was a new book then. The female protagonist also had a female friend/assistant.

This doesn't exactly match your description, but throwing it out there just in case. Possibly The Word for World is Forest by Le Guin?

Thanks for the suggestion, but that's not it. I think the author was less well-known, and maybe this was a "one-hit wonder." Or, more likely, a one-flop wonder, because I haven't seen it since.
