I read this book back in 2005-2008. Plot surrounds a coming of age tale with the main characters being a brother and sister of a ruling royal family in a dystopian city. Story swaps between the sister and brother. Sister is married off to the antagonist of the story and a rival leader of their family. Kills the parents and takes the brothers out side the city walls to be eaten by a weird genetic mutation of a pig that can talk. Youngest brother watches two older brothers get eaten and escapes. I distinctly remember that the sister develops a relationship with the antagonist but for some reason he locks her away in a tower and cripples her by cutting the back of her knees with bolt cutters. Eventually the book leads to fighting and the brother helping a rebellion and the sister engages in a rocky’esque training ark where she regains the use of her legs and escapes. It was a wild book and most likely a part of a series. Please help me find it if you can.
