I read this book in about 2002-2007, so it was published before then.

All the characters were animals.

Each page was a separate scene and was over a two-page spread.

There wasn't much text but what was there was behind the flaps or in speech bubbles.

I remember a few of the scenes:

* One was on a train - one of the flaps revealed that a champagne bucket was filled with diamonds, not ice.
*One was the outside of a train station in the snow.
*One was on a boat.
