What I remember of the plot: Main Character's parent has weather magic, there's a magic congress that people are preparing for, possibly set in london/england since there's a lot of talk about rain, at one point the lead characters enter a castle with a secret garden, the main character also travels into a different dimension/world and meets a wizard who can transform or conjure up a talking black panther/leopard

I probably read this around 2012-2014, I remember it had a yellow cover, it's possibly a series but this one is the first book
